70's and 74's experiment

For 70+ Teams and Managers:
For the next 6 months (Feb.-July), 74+ teams will be allowed to play in the 70's Division with the following guidelines. The Ranking Committee will place those teams appropriately. After that, the Managers will vote on how to continue.
All 74 Players from outside the Team's Area will be allowed to continue to play as long as they are currently on the roster. Any other Pick-up Players must come from that Teams Geographic Area.
