New Rules added

Recent updates to the FHC Rules include:
- Pitching Screen - Where it can be placed, and when the pitcher can move it.
- Mercy/Run Rules - 50's and 60's are 14 runs after 5 innings. 65's, 70's, 74's and 79's are 15 runs after 5 innings.
- Run Limit Per Inning for 50's now 7 until open last inning.
